SAP - HCM : Not generate record in It0001 when employee re-hire

Dear experts

I have a problem as below

When I create Action = Termination -->   Record in IT0000 and IT0001 have created with position = 9999999

Afterward, I create Action = Re-hire --> Just only record in IT0000 have created   (Not for It0001 )

when I save It0000 , the next screen It0001 display old information of the previous action (termination) with Position = 999999 and I cannot maintain.
