COMP-OFF Scenario in Positive TM

Dear Guru's,

Please guide me to map COMP-OFF in positive TM

The scenario for comp-off is

Let's say employee is on work(if planned working hrs is 8 hrs and emp works for 4 hrs or more than that then only 1 day comp-off allocated to the emp) on any weekly off and public holiday, then one day comp-off is going to create in it 2006. The validity period will be only for the current calendar year.
