Vacation entitlements

We currently generate our vacation entitlements for the year on January 1st for the full year through time evaluation.  For example on January 1, 2014 an employee would have the following entry in their IT2006:

Start Date               End Date                    Quota          Start deduction     End Deduction          Number

January 1, 2014     December 31, 2014     Vacation     January 1, 2014     December 31, 9999     120

This year in October 2014, we would like to generate the following through time evaluation:

Start Date               End Date                    Quota          Start deduction     End Deduction          Number

January 1, 2015     December 31, 2015     Vacation     January 1, 2015     December 31, 9999     120

I want to continue to generate the vacation entitlements through time evaluation.  I do not want to use program RPTQTA00.

I have played with the selections within T559D but have had no luck.  Any suggestions.
