Setting Up PA70

Dear Gurus,

My company is setting up SAP Payroll and is schedule to go-live in October 2014. I was thinking of setting up PA70 as an alternative of LSMW. My question is, can PA70 include:

1. IT0057

2. IT0197

3. IT0198

4. IT0199

5. IT0267

If yes, can you advise me how this can be done because the consultant that we hired says it's not possible to set up those infotypes (IT0057 especially) in PA70 and I find it a bit hard to believe.
