Limit access to table REGUH (via se16n, etc.)

How can you limit what people can view in REGUH if they access the table via se16, se16n, etc.

We are implementing payroll changes and will be populating this table with payroll information and the FI development team must not be allowed to view the payroll information,

The payment method is populated with a "P" for the payroll transactions but how do I limit the access for the FI development users?
