Date of birth validation in Action infotype

Hi Experts,

I have a requirement to get validations on a field "Date of birth" for the action infotype if the person is below 18, there has to be an error message, that person is not allowed.

First i checked it in IDES and found there's Date of birth is available in actions for few pernr.

Date of birth field is not available in development.

so my questions here are :

why I am geting '' Date of birth'' field in IDES for few pernr, why not for all, and why I am not finding Date of birth field in Development server, as there's no enhancement possible for actions infotype, how can i do my development.

I have used dynamic actions and also user-exits.
