Defining Pers.Are,Sub-area for creating Enterprise stracuture.

Hi Experts,

In the legacy system client has Country>>City Head Office at X Road>City Office A at Y Road>>City office Department, the reporting structure is like the same.

Now they want to maintain the entire structure like this.

But my question is can we consider all these 4 levels in Enterprise Structure, is this possible??
