Error : Change in earliest retroactive accounting for time evaluation not possible , Change is too far payroll past

hi all,
i wanna add time evaluation data in infotype 2011 (time event) data like (clock in-clock out) to see how it effect on payroll result
but it need to make the infotype 007 (planned working hours) time management sataues 1- time evaluation of actual time insted of 7- without payroll integration but it alwayes see this error Change in earliest retroactive accounting for time evaluation not possible
i try to change all the dates in infotype 003 (payroll statues) to avoid the error of Change is too far payroll past but the same error appraers
pleas helllllllllllp me !! to add data in infitype 2011
