How to get exact replica of the Org Structure?

Hello,

I am using report RHCOPYSTRUCT to copy an Org Structure.

I am able to copy the Org units(O) and the Positions(S) but not the Users(US).

I checked the evaluation path in FM RHCOPYSTRUCT and it seems correct.
