CATS - Negative time configuration

Dear Experts

For negative time configuration , whether CATS To be implemented or not ?  Please suggest on the same .

Another requirement is to transfer the time data to PS(Project system ) ,Whether CATS mandatory ? to be implemented  ?

Please advice on the same .
