Is there a way to cascade goals by job code?

We are in the process of implementing the performance module and one of the requirements is to have a way to assign or cascade goals by Job code. There are two scenarios where the HR people has said they need this option:

1. Managers and Supervisors - There is Leadership goal they want to make sure all managers and supervisors have in their performance evaluation
2. Jobs witth specific goal assignment - There are certain jobs (like Bank Teller) with a specific set of goals with a set of KPIs determined and assigned by a central unit.

They want to have that tool and give the authorization to HR representative to do the log and cascade to the necessary job(s).

I have seen the coorporate goals and team goals options but none of them have the option to cascade by job code.
