Validity date of IT 2006

HI Experts,

We have an issue whereas in IT 2006 the validity dates should come as from 1.1.2013 to 31.12.9999 at the time of hiring action,as per the client requirement.Previously it was correct, but recently the default dates are coming as from 1.1.2013 to 31.12.2013 for the new hires.Although we can change it manually but client is asking why it should be?What config has changed due to which default validity is appearing changed.Need solution.

Note: I am talking about the validity date of Leave quota in IT 2006, and not the deduction validity date below in the screen.

Help will be appreciated.
