Hiring After one month quota generation

Hi SAP Exports,

Here i facing problem is that

Important :--- when ever employee join in company this quota should be generated after 30 Days only

Scenario : -

1 Absence quota = 24 Days ( Prorata Base )

Monthly = 2 Days * 12 Month = 24 Days

I generated but in month of march 6 days should be there in time evaluation it showing 6 days in the month of March but coming to PA30 if i applied 15 days absences in March month system is accepted actually it should not accept...

Why it is accepting and how to make config, Where is mistake

Please help me out from this scenarios...............!
