VIEKN and "Organizational Reassignment Not Permitted" Error

Hi -

We are receiving an error “Organizational reassignment not permitted” when creating a hire, term, or organizational change action for employees in certain country groupings. Mostly this error is received for country groupings 11 and 48.

The SAP help provided with the error indicates that program RPUPAV00 should be executed for the personnel number and country grouping.  This program populates the country grouping in table PA0003, field VEIKN.  Once this field is populated the error no longer occurs.

My question is: How do we ensure PA0003-VEIKN is populated before receiving this error?  Is there something we should be doing in the employee create process which would populate this field?  Note: we are not using SAP HCM for payroll purposes.
