Dynamic Work Schedule

Dear All,

I would like to know if Dynamic work schedule requires running Time Evaluation or can we just make some simple configurations to over come a scenario where employees do not come according to their desired work schedule and can we use substitution for this cause.

I have checked with Substitution too, but here the employees in a company come according to production demand.

Looks very difficult to implement, can all the experts help with their suggestion.
