How to check written pcr is saved properly

Hi Experts,

I had written a PCR and cheked it by using Shift+F5 to check the PCR, i got message as personnel calculation rule OK then i saved PCR and saved in one transport request.

but when i clicked on save button again with out doing any changes to the PCR, System generating transport request window again.

but here i am expecting no changes have been made.

what could be the reason and why it is generating TP window again and again when i click on save button.
